Keisha Garcia

VP Technical Programme Management and Digital Foundations, BP

Keisha Garcia is the VP of Digital Foundations, Technical Programme Management (TPM) Head of Discipline at bp, leading the delivery of modern, secure, and compliant digital operations in service of net zero ambitions, to deliver sustainable solutions at pace for customers, driving adjacencies in new digital business and deploying integrated capability in service of bp’s reinvent ambitions.

In addition to Keisha’s role as VP, she is also Head of Discipline, responsible for shaping the direction of the TPM discipline, managing the quality of outcomes, and taking a long-term view of the development of bp’s TPM practitioners.

Prior to Keisha’s current role, Keisha was Director of the cloud transformation and end-of- serviceable-life (EoSL) programs within bp’s enterprise IT&S team. Keisha and her team are responsible for delivering bp’s digital ambition of leveraging cloud technologies, accelerating the migration of bp’s application estate from global mega data centers, regional locations, ships, and rigs, to chosen cloud providers and products; Amazon Web Services (AWS) and Microsoft Azure.

In addition, Keisha has held a number of leadership roles across bp: Digital Foundations Senior Manager for Upstream IT&S, accountable for the acceleration of Cloud, Windows 10 upgrade, and Network transformations and Performance and Planning Manager, providing direct support and portfolio management to the Upstream CIO. Before joining Upstream, Keisha spent the majority of
her bp career within the Integrated Trading & Supply business, with the latter role being the Regional CIO and Head of Global End User Computing (EUC) and Business Analytics accountable for all aspects of digital technology and infrastructure to drive the bp Global Oil Americas business.

Joining bp 15 years ago, Keisha has developed in-depth knowledge and expertise across program/project management, business process re-engineering, product and service design, strategic communications, systems, and technology. This has enabled Keisha to successfully lead
many major program implementations, service delivery, and operations teams, inside and outside of bp with budgets exceeding $100m+ and teams of over 40+.

Keisha began her professional career in 1996 and held a variety of roles implementing digital solutions for companies throughout the energy industry, including an electric utility company, the trading arm of an integrated utility, and a global provider of advisory services in the commodity
market.

Keisha is the 2020-21 Golden Torch Outstanding Woman in Technology recipient by the National Society of Black Engineers, featured in the Empower Ethnic Minority Executives Role Model List 2021 and 2020 Finalist for IT Team of the Year, Women in IT Awards. In addition, Keisha holds Ambassador roles for Prairie View A&M University, International Smart Advancing Women (iSAW)
organization. Keisha is actively involved in promoting the presence of women and other minority groups in technology careers. e.g., Grace Hopper, and supports Katy’s Independent School District Junior Achievement’s mentorship program in Houston.

Keisha graduated from Chicago State University in 1996 and earned a BA in Corporate Communications & English Writing, PMP Certification, and an ITIL Management Essentials Certification. When Keisha is not implementing digital solutions for bp, she enjoys traveling and meeting new people, playing tennis, spending time with her family and dogs, and external mentoring of the next generation of future leaders.
